JOB DESCRIPTION
Plans, directs, coordinates and controls the functions and activities of the Projects Department (Shipbuilding & Civil). Ensuring COMPANY Codes of Practice is followed, supporting COMPANY in the execution of projects, advising management on various projects related matters, organizing base for selected project personnel while awaiting allocation to a new project. Plans and organizes the project teams and follows up projects being undertaken. Provides technical expertise and advice to Management/Clients on various project related matters and peer review of project/technical proposals.
Directs, manages and leads several medium to large size value projects for COMPANY from execution phase to completion, including the work of Designers, Engineering consultants, Project Management Consultants, Contractors and Vendors. Professionally, ensure all health, safety, quality and environmental requirements are complied with implementing Company policies together with Management and client’s guidelines.
Key Accountabilities
Plans, directs and leads the activities of the Department. Develops objectives and goals for the Department consistent with those of COMPANY.
Develops, maintains and ensures proper application of policies, procedures, work methods, uniform standards and systems to cover, regulate and standardize various activities in the area of project management and construction, and on/off site inspection. Reviews them continuously to keep up-to date in the light of changing operational settings. Contributes to the development of long-term plan for the effective sustainability and enhancement of the Department.
Functions as the Vice President managing several medium to large size value projects.
Communicates and liaises with the clients, governmental bodies and contractors’ to solve main issues related to project execution, performance and progress through these phases of the project until completion.
Establishes organization for the project, including manpower utilization and mobilization.
Leads, motivates, reviews and monitors the performance of the teams staffed with specialists within the Department to ensure the effective implementation of the agreed plan.
Ensures COMPANY Codes of Practice is followed for the projects in line with the Company’s objectives and policies.
Provides input in reviewing project-related issues as professional advice to COMPANY Management.
Develops reviews and formalizes the project organization, deputes the personnel and follows-up the projects being undertaken.
Manages the selected project personnel including organizing training, seminars and other staff development activities.
Reviews standards and procedures for design and engineering as applicable to the COMPANY projects
Review, analyses and evaluates the technical proposals, feasibility studies, project reports, commitments etc. and provides recommendation to COMPANY Management.
Participates in setting up and leads / monitors special task forces, as necessary, connected with Project/ Technical review and evaluation concerning studies, feasibility, proposals and reports.
Manages timely mobilization of manpower and its subsequent utilization on the Projects.
Reviews and advises COMPANY Management, on cost, time, quality and strategy related issues of the projects
Manages the fast track projects based on end users urgent requirements.
Coordinates to management on claims pertaining to projects.
Review and audit the on-going projects to ensure that the works are executed in accordance with
Plan and direct with regard to office space planning based on the number of projects in progress.
Key activities
Ensure HSE Policy and HSE Management System are followed.
Recommend ways and means to improve the effectiveness of the Policy.
Ensure that policy and procedures are clearly understood by all and foster an understanding in all staff that HSE is an integral element of efficient business management and contributes to the operations efficiency, productivity and profitability for the organization by avoiding accidents, damage and financial loss.
Supervisory Responsibilities
Total No. of Subordinates Twelve (12) plus Project Management Consultants and as per projects in hand.
Minimum Requirements
Marine Chief Engineer or Bachelor's Degree in Engineering / Management discipline.
Work Experience 10 years of Managerial experience with knowledge of Project Management.
Project Management Institute certification.
Planning and Management skills, effective oral and written
Arabic/English languages, Communication and Administration skills.
Knowledge of Project Management, concepts and principle.
Excellent interpersonal skills, Strategic thinking and perspective, problem solving orientation.
