Job Details

JOB PURPOSE:

Plan, co-ordinate, supervise and control the activities of the Technical Department comprising dry docking and maintenance of fleet to maximise availability of fleet of vessels in a cost effective manner.

Provide specialist advice on all Company’s engineering and technical matters.

 

KEY ACCOUNTABILITIES

Technical Strategy

Develop Technical strategies to achieve all business objectives within the corporate vision, mission and strategy, while delivering client satisfaction Ensure all Vessel activities are conducted safely and efficiently within the approved Technical Strategy

Performance Indicators

Technical strategy is developed, approved communicated and Implemented. 

A|| operational efficiency norms and benchmarks are met

 

Policies, Systems, Processes and Practices:

Ensure the development and implementation of all Technical Policies, Systems. Processes and Procedures so that all Operational and Contract requirements are fulfilled while delivering a quality service to customers

Performance Indicators

Technical Policies, Systems processes. procedures are developed, approved communicated and implemented

 

Operational Plans

Prepare and submits Department budget estimates ensures that expenditures remain within budget limits and provides justification of variances

Oversee and control the implementation of the annual operational plans to ensure the business objectives are achieved in line with the business strategy

Approve plans for vessel docking, authorizes arrangements and cost estimates

 

Leadership:

Direct the delivery of the Technical objectives and plans in line with the business strategy so that all resources are optimally utilised and communication can take place in an efficient manner between the various departments.

Ensure that the appropriate calibre of Human Resources are attracted, motivated, engaged, developed and retained implementing all corporate HR systems and policies so that the best possible productivity can be obtained from this critical resource to meet the company's business objectives.

Provide leadership to the Technical Department of Company setting individual objectives, managing performance, developing and motivating staff, provision of formal and informal feedback and appraisal - in order to maximise subordinate and departmental performance in the pursuit of the Company objectives.

Create and nurture a team based culture binding all the employees of the company in order to encourage motivation and retention of employees.

Performance Indicators

Levels of motivation, engagement and turnover of staff meet company standards set for this purpose

Divisional and Individual objectives, training and development plans in place within the timescales of Company Performance management process

 

Ship Building

Establish specifications taking into account client requirements and finalize them with HQ, who then sends them to designers

Study designer’s comments and finalize ship building specifications

Attend grand weld for final inspections and accept the new built vessels along with the HQ representative

Ship Building specifications are finalized achieving agreement with HQ and considering designers comments

 

Performance Standards

Establish performance standards for all Company's vessels and evaluate them periodically.

Develop and monitor Technical Department Key Performance Indicators (KPl's).

Develop and evaluate maintenance standards for the safe and efficient utilization and availability of the Company's fleet, minimising downtime in line with company's KPl's and TAM.

Performance standards are developed and in place Availability and utilization is measured against KPl's and TAM

Computerization

Develop implements and supervises the Computerization system to ensure availability of critical equipment/spares.

Maintain an up to date information service on technical developments and statutory or classification requirements affecting the Company's fleet.

The Computerization of technical processes is complete and implemented.

 

Procurement and Inventory

- Approve quantity and variety of spare parts, materials, consumables, etc. based on reports and recommendations submitted by Senior Technical Superintendent and Operation Managers.

- Review tenders, provide technical instruction and prepares outline specifications for repairs/modifications

- Evaluate and negotiate discounts from suppliers

Optimal stocking policies are developed and implemented

Dry Docking and Preventive Maintenance

- Develop plans and budgets for Dry Docking and Preventive maintenance of the whole fleet of vessels.

- Plan, book spaces and allocate vessels to various shipyards

- Oversee the entire vessel dry-docking and maintenance carried out at shipyards repair facilities to ensure repairs completed are in accordance with contract specifications.

- Recommend approval or rejection of variations from Contract.

Budgets and plans for Dry Docking of vessels are in place and implemented

Vessels are checked during dry docking processes and variations approved or rejected

 

Contracts

Negotiate all contracts e.g. Dry docks, navigation buoy contracts, Overseas contracts etc. in order to finalise them

Contracts are negotiated to the best advantage of the company

Technical Advice on new and existing business

- Provides advice and technical guidance to Management.

- Participates at various Head Office meetings and provides specialist technical advice and assistance to other departments as required.

- Provide advice on new business e.g. hiring of vessels to clients. Studying modifications, identifying equipment to fit onto vessels, providing cost estimates of new investments, etc.

Acceptance and implementation of technical advice

 

International Standards

Ascertain that vessels are in compliance with ISM-Code and ISO 9001-2000 standards.

MIS and Reports

Ensure AGMO is kept fully informed on vessel status regarding availability and down time.

 

QUALIFICATIONS

Chief Engineer Class 1 Certificate of Competency.

EXPERIENCE

12 to 15 years of experience including at least 6 years as Technical Manager in a Company which deals in Port Management and multi-discipline fleet of offshore vessels.

SKILLS

Managerial skills of planning, organising, directing and controlling. Good analytical and problem solving skills, Fluent in English. Good networking skills
