Supervises, monitors and controls the safe and efficient operations for the receipt, storage, measurement and loading of crude oil
Basic Function:
• Supervises, monitors and controls the safe and efficient operations for the receipt, storage, measurement and loading of crude oil.
• Directs regular crude oil sampling and testing to ensure crude specifications are adhered to.
• Coordinates maintenance and shutdown requirements to ensure operation of assigned facilities is running smoothly and in synch with export requirements, liaises with various parties inside and outside Company to coordinate import/export activities including field operations, oil movement, SPC, Ruwais Refinery, ship agents, shipmasters, loading contractors, independent surveyors, etc. Supervises the timely preparation of a variety of activity reports and documentation.
• Assists in developing the Department’s capital and operating budget and monitors expenditure.
• Ensures all work is carried out in accordance with HSE rules and regulations. Ensures that subordinates are fully familiar with HSE requirements and procedures, and that HSE rules are strictly Observed.
• Takes charge of operations in case of emergencies and contacts emergency team as soon as possible.
• Terminal oil and loading installations include 4 MOL’s,16 crude oil storage tanks with a capacity of 8.7 million barrels gross, 3 oil gravity lines, 5 loading pumps driven by gas turbines, 4 banks of positive displacement meters, 2 prover loops, 4 auto samplers, 2 conventional buoy mooring and 2 Single Point Mooring berths, 25-45 tanks are loaded each month.
Work Performed:
• Supervises the activities of assigned personnel. Performs supervisory functions and excesses financial authorities established by management for this level.
• Plans and directs the regular checking and recording of various flows, levels, pressures and temperatures to ensure they are within specified operating limits. Reviews abnormal readings and takes corrective action. Drafts work requests to deal with unresolved problems.
• Checks and monitors the quality of crude oil to ensure consistency with established specs and specified limits. Includes scheduling laboratory activities related to sampling and testing of oil.
• Monitors and ensures the proper functioning of the Emergency Shutdown System and Fire systems in coordination with maintenance and loss prevention personnel. Initiates and ensures that overrides to the system are approved and appropriate work permits are issued. Disables overrides up on completion of required work.
• Participates in developing and reviewing maintenance and inspection plans by advising on equipment availability for maintenance, taking into account maintenance priorities, operations safety and production targets. De commission/commission equipment and issue work permits, as when necessary.
• Manage and control shutdown maintenance activities to operation plant and equipment to ensure minimum interruption to loading programs. Ensure that all shutdown requirements are in place prior to plant release.
• Takes total control of the Terminal in the event of emergency shut down or any fire detection. Determines nature of hazard and action to be taken including evacuation and initiating emergency procedures, if necessary.
• Troubleshoots problems or abnormal occurrences and advises on most suitable remedy including partial or full shutdown and optimizing operation to ensure minimum disruption to production.
• Participates in the analysis, design and planning for plant modifications or new facilities/ equipment. Prepares/reviews requirements and advice throughout the project life. Accepts/ recommends acceptance of new facilities.
• Participates in commissioning of new projects and plant modifications. Ensures equipment operate according to specifications and recommends changes to operating procedures.
• Drafts/reviews and implements approved policies and procedures covering plant operations and reporting requirements.
• Ensures adequate continuity between shifts and teams by developing and implementing hand over procedures.
• Participates in the preparation of the department budget with particular reference to non routine operating and capital budget.
• Participates in the training and development of assigned UAE national employees. Includes developing and implementing O-J-T programs, monitoring and reporting on progress and counseling employees as required.
• Knows the Company health, safety and environmental policy, procedures, regulations and objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in his domain.
• Supervises, monitors and implements production/ injection requirements and develops daily work program taking into account any amendments in requirements, planned maintenance or workover schedule. Ensures targets are met with minimum flaring/ liquid burning and/or desert dumping.
• Supervises the safe and efficient start-up, running and shutdown of various process plant and equipment. Ensures that equipment preparation and start up procedures are strictly observed. Monitors the running of such equipment and reports anomalies as detected.

• Participates in major overhauls and shutdowns by discussing production/maintenance plans to determine most suitable time for system shutdowns; ensures shutdown plant are purged, gas free and safe for maintenance work.
• Liaises with Company operations personnel on quantity and quality of gas received and adjustments that have to be made due to process or maintenance problems.
• Supervises the collection of reliability data for various plant and participates in plant and equipment evaluation. Ensures inspection and corrosion protection programs are implemented. Approves pigging operations and liaises with pipeline maintenance personnel on pig launching, determines and controls pig speed and flow rate
• Supervises the preparation of wells for well testing, as required. Supervises the well testing operations and ensures data is recorded and forwarded to concerned personnel.
Minimum Requirements:
• B. Sc. in an Engineering discipline preferably mechanical or chemical or 5 years in oil terminal operations.
• Completion of Secondary education (12 years) followed by 3 years full time training leading to a Diploma in a technical trade or 8 years in oil terminal operations.
*Preference given to Localy Avaliable Candidates in the United Arab Emirates and who can attend the campaing.
