• Review Tender documents and study SOW. 
• Attend Pre-Tender clarifications/site surveys. 
• Prepare Pre-Tender clarifications required to remove ambiguities in SOW. 
• Hold initial strategy meetings with Operations / Project / Planning / Engineering and discuss project execution. The meeting will focus on following issues :

1. Overall Execution Strategy of the Project.

2. Constructability requirements.

3. Marine Spread Identification. .

4. Identify Subcontracts.

5. Highlight any other issues deemed critical. 

• Prepare SOW for special/non-standard subcontracts. 
• Prepare Risk Assessment by identifying the risk factors for the offshore works in the Tender. 
• Prepare Technical Proposal in accordance with ITT requirements. 
• Respond to Post Tender Clarification and/or attend clarificatory meetings.
