Job Details

Basic Function:

  • Manages operation's commissioning team throughout detailed engineering till steady state operation phase in order to ensure the successful commissioning of UL Field facilities according to project specifications, Company guidelines and industry best practice taking into account HSEQA standard. Supports the field Manager to plan and execute operations resources capabilities build up in line with project progress and Integrated Readiness (IR) including coordinating the requirement of Asset Management System development, spare parts delivery, and handover documentation to ensure delivery of UL development as per Company Business Plan.

Work Performed: 

  • Assists the Manager UL Field in preparing the UL Field budget, monitors the financial performance versus the budget, and updates the Manager UL Field on deviations and gaps with proposals on how to improve performance.
  • Organizes and supervises the activities and work of subordinates to ensure that all work within the Operations & Commissioning Team/ Umm Lulu is carried out in an efficient manner which is consistent with Company's operating procedures and policies as well as the shareholders' guidelines.
  • Provides on-the-job training and constructive feedback to all subordinates to supports their overall development as well as develops and supports the personal and professional development of UAE Nationals in order to contribute in preparing a UAE National workforce that drives Company and achieves its - and its shareholders' - business objectives.
  • Oversees the development of the commission philosophy, strategy, procedures with the EPC and project teams while ensuring it is supported by all the technical disciplines within the UL Field team.
  • Follows-up on the commissioning of facilities, equipment and systems as per the agreed procedures and specifications while including quality and assurance in order to ensures it adheres to the agree upon criteria.
  • Coordinates with the discipline teams and the projects team in order to follows up on the punch list supported by the Operations Team in order to ensure the required action is taken with set timelines with minimal operational impact.
  • Supports the Field Manager in the preparation of the OPR register due to overseeing the commissioning ensuring internal and external collaboration in order to achieve operational readiness.
  • Manages the MOC process (management of change) through discussions with the project team in order to assess the degree of scope change and collaborate with the Field Manager and discipline teams to ensure its approval in a timely and efficient manner.
  • Prepares contingency plans based on developed scenarios to ensure the field teams preparedness for potential operational challenges and continued production.
  • Supervises and provides inputs in the preparation of timely and accurate statements, studies, and reports to meet the Umm Lulu and SARB Asset Business Unit and the Umm Lulu Field division requirements, policies, and standards.
  • Manages the operation's commissioning teams to confirm the performance of the safety critical elements through testing as identified in the technical assurance plan for FAT & SAT.
  • Manages the operation's commissioning teams to follows up the EPC contractor delivery of documents for the equipment two years spares and ensure that the insurance spare parts are prepared, recorded and registered within the Company Asset Management.
  • Manages the transfer of care and custody/handover approval for all system from Construction to Commissioning to Operations as per approved terms and conditions. Ensuring seamless transition from project to operations with document handover. Ensures the content of handover packs are agreed with operations including data handover/certificate requirements.
  • Directs the operation's commissioning teams to be In line with the developed criteria for facility performance during start-up and early operation to ensures reliability and satisfactory of the first year operations including Warranty period management.
  • Manages operation's commissioning teams to implement the preservation approved methodologies of the unused equipment (Surface/Sub-surface) and the de-mothballing when ready for commissioning for successful conclusion of the project. Ensures equipment preservation is being carried out and documented.
  • Supervises the subordinate's daily activities to ensures their compliance to all relevant QHSSE management policies, procedures and controls as well as shareholders' guidelines in order to contribute in providing a safe, world class, secure and environmentally responsible workplace to employees and contractors.
  • Guides subordinates in the identification of opportunities for continuous improvement of systems, processes and practices while taking into account international leading practices and technologies in the Oil & Gas spectrum, improvement of business processes, cost reduction, and productivity improvement.
  • Supervises the effective implementation of policies, systems and procedures all relevant procedural/ operational/ legislative/ shareholder requirements and guidelines are fulfilled while delivering a quality and cost-effective service.

Minimum Requirements:

  • Bachelor's Degree in Petroleum or Mechanical or Chemical Engineering or any other equivalent.
  • 13 - 14 years of relevant work experience in the Oil & Gas industry with at least five years' experience in a managerial role.
  • Knowledge in relevant Oil & Gas practices/ compliance principles/ methodologies with proven theoretical and practical experience in managing operations and commissioning activities in oil and gas fields.
  • Ability to handle and manage crisis and emergency scenarios, organization, strategic planning, team management and leadership, project management, coaching and mentoring, decision making, conceptual thinking, problem solving, analytical skills, risk management, ability to work under pressure, computer proficiency, fluent in written and spoken English, presentation, negotiation, and communication and interpersonal skills.
