JOB PURPOSE :

Acts as an Oil Spill Response(OSR) subject matter expert and provides specialised technical expertise across the entire value chain of the OSR Department, from response planning to contractor management in order to promote continuous improvement and excellence in oil spill preparedness and response within Company.

Detailed Description

KEY ACCOUNTABILITIES:

• ​Leads the research,collation and benchmarking of international OSR regulations, quality standards and best practice in order to establish a comprehensive knowledge repository tosupport progressive strategy formulation and effective decision-making at the Senior Management level.
• Advises on the implementation of functional policies, systems, processes, procedures and controls covering all areas of the OSR functions so that all the relevant requirements are fulfilled while delivering HSE-compliant and cost-effective emergency response services in a consistent manner.
• Develops, seeks approval and facilitates the implementation of standard operating procedures (SOPs) for all oil spill machinery and operations across Company in order to ensure resource optimisation and effective operations as per defined HSE standards.
• Provides expertise in numerous technical aspects of the oil spill response department’s activities,such as the choice of equipment, materials, sub-contractors, etc., in order toshape the department’s technical decision-making as per the corporate objectives and leading market practices.
• Supports the design and delivery of OSR training plans to ensure they are technically fit-for-purpose and aligned with the best-in-class emergency response methods.
• Attends specialised crisis and emergency fairs and conferences to represent Company so that thecompany is informed about the latest market practices, innovations and developments.
• Reviews the Group Company Assets’ Tier 1 Emergency Response Plans and highlights any potential improvement areas in order to help raise OSR’s awareness, preparedness and capabilities across the Company.
• Supports and counsels OSR teams, upon notification of an emergency, to ensure efficient and accurate risk assessment as well as appropriate and responsive disaster relief (Tier 1 emergencies)
• Monitor, audit and inspect contractual response organizations providing tier 1, 2 and 3  Oil Spill and Hazmat Response services.
• Provide technical and strategy advice to Company Management as Subject Matter Expect (SME) when required.
• Job Requirements

Supervision

• ​Plan, supervise and coordinate all activities in the assigned area to meet functional objectives.
• Train and develop assignedstaff on relevant skills to enable them to become proficient on the job anddeliver the respective section objectives.

Budgets

• ​Provide input for preparation of the Unit / Divisional budgets and assist in the implementation of the approved Budget and work plans to deliver objectives.
• Investigate and highlightany significant variances to support effective performance and cost control.

Policies, Systems, Processes & Procedures

• ​Implement approved Unit /Divisional policies, processes, systems, standards and procedures in order tosupport execution of the work programs in line with Company and International standards.

Performance Management

• ​Contribute to the achievement of the approved Performance Objectives for the Unit / Division inline with the Company Performance framework.

Innovation and Continuous Improvement

• ​Design and implement newtools and techniques to improve the quality and efficiency of operational processes.
• Identify improvements in internal processes against best practices in pursuit of greater efficiency inline with ISO standards in order to define intelligent solutions for issues confronting the function.

Health, Safety, Environment (HSE) and Sustainability

• ​Comply with relevant HSE policies, procedures & controls and applicable legislation and sustainability guidelines in line with international standards, best practices and Company Code of Practices.

Reports

• ​Provide inputs to prepare Section MIS and progress reports for Company Management.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

Bachelor’s Degree in Marine Engineering, Marine Management, Engineering or equivalent

Minimum Experience& Knowledge & Skills

12 years of experience inthe crisis and emergency field (Preferably Oil & Gas industry and  Emergency Response)  

An advanced knowledge of oil spill response and hazmat response operations with operational experience ofmajor incidents  

Professional Certifications

IMO Oil Spill Levels: 1, 2& 3 (Recognised  IMO Instructor) 

Accredited oil spill response certification would be an advantage

NEBOSH

RYA Advanced Power boat Instructor

40 hour Hazwoper and/or Hazmat Technician 

Certificates: Advanced First Aid, Sea survival, Firefighter 1

Light and heavy goods vehicle licence is preferable

High level of written andoral skills in English

Sound knowledge of Microsoft windows applications
