Job Purpose:

Plans and maintains Shareholders’ tankers schedules and programmes for export of crude oil and gas condensate. Reviews Shareholders requirements, government constraints and accordingly advises the Field Divisions of Crude Oil & Gas condensate required to meet schedules. Advises the Operations Division on arrival of Shareholders’ Tankers and lifting programmes. Determines berthing priority for Shareholders based on set-range, stock situation, weather conditions and availability of documentation. Liaises with Shareholders Operations Divisions for the implementation of crude oil and condensate programmes including: tanker programmes, production levels, shut downs ...etc.

 

Principal Accountabilities:

  • Plans and maintains Shareholders’ tankers schedules and programmes for production and export of crude oil and gas condensate. Reviews Shareholders requirements, government constraints and accordingly advises the Field Divisions of Crude Oil & Gas condensate required to meet schedules.
  • Studies programming strategies, determines berthing priority for Shareholders and advises the Operations Division on arrival of Shareholders’ Tankers and lifting programmes. Prepares and calculates Shareholders lifting entitlement on availability and maintains Oil and Condensate Accounts.
  • Reviews and studies work programmes of various Divisions including: plant maintenance, drilling workover, well closure, engineering work, shut downs, major overhauls/inspections ...etc. and recommends appropriate changes to the programmes accordingly.
  • Reviews Shareholders monthly tanker loading nominations and makes necessary changes to ensure availability of stock to avoid demurrage and Shareholders requirements are within approved crude oil balances. Issues final programme to Shareholders, Local Authorities and Operations Division. Verifies and ensures data entered by Asst. Operations Programmer on each crude loading tankers time sheet, demurrage and payments are in accordance with agreed procedures/agreements
  • Prepares all the necessary groundwork such as, position documentation, view graphs, statements ...etc. and attends Supply Coordination Meetings to discuss the operational activities with Shareholders’ Representatives and prepares reports/minutes of meetings.
  • Liaises with Shareholders Representatives and the Company’s Operating Divisions on the implementation of crude oils and condensate programmes. Attend other related meetings with Operating Divisions/Engineering Departments to discuss issues of common interest and keeps Supervisor informed.
  • Coordinates with Operating Divisions and prepares amendments to Shareholders on any crude oil production changes due to OPEC directives after confirmed advice from the company.
  • Arranges and assist for calibration of the companys' production & export facilities and Shareholders.
  • Updates and maintains procedures for interfaces with third part operating companies and Shareholders.
  • Arranges and coordinates with employees at the same level in Operations, Engineering Divisions and third parties on new Projects such as Shutdowns, Major Overhauls and maintenance works to ensure minimal effect on production and export targets.
  • Controls and monitors the input of data in the company's Production and Export System (APEX). Follows-up with ITD/Das Process Department to ensure meeting management requirements. Recommends enhancement/Development of the existing system to meet the requirements of the Section. Reviews the daily, monthly and quarterly statistical and operations reports produced by Asst. Operations Programmer and makes necessary adjustments/amendments.
  • Prepares & Controls the necessary contingency plans to cater for unplanned outage of key equipment and weather.
  • Performs other related duties as assigned by Supervisor such as: attending meeting, resolving tanker problems, acting for Oil Movement Team Leader during absence.

 

Minimum Requirements Knowledge Skills & Experience:

  • B.Sc. in Engineering or equivalent qualifications.
  • 5 - 6 years experience in production, process and oil terminal operations and shipping programming.
  • Very good knowledge of English.
