Job Purpose:
- Provides assurance to management on accuracy of oil measurement through supervision of recalibration activities performed by 3'd party on oil measurement systems including Company and Group Company provers and crude oil storage tanks on Site.
- Assists in planning, coordination and implementation of 3rd party technical audits on oil measurement systems on Site, in addition to follow up of audit recommendations. Supervises efficient operations of Oil Accounting and Shipping Agency section for the production, storage and export of crude oil and condensate blend to ensure continuous, efficient and achievement of business performance as per agreed performance measures.
- Represent Compnay for signing export shareholders shipping documents. Ensures productivity, efficiency, cost-saving and operational case.
(Work covers all calculations including Crude Oil, Condensate and P.Naphtha for Group Companies and verification of all laboratories test reports of crude oil and condensate.
Average total lifting per month is 16 Million Barrels. Shipping Agency functions deal with around 40 tank ship and monthly estimated recoveries from local commercial agencies is US$ 16 Million/year covering Company and Group Companies ships. ).
Principal Accountabilities:
- Prepares cargo for each individual shipment according to Company crude oil lifting program, the estimated time of arrival of the nominated tanker and the Site operation requirements.
- Co-ordinates with OMT, Tankers requesting additional cargo quantity, clarifies any ambiguities related to oil accounts & shipping matters and Tanker movement | port movement.
- Checks & signs Site production & export report which consists of opening & closing stocks, crude oil & condensate production, crude oil export quantity & quality, Tanker export status, crude oil analysis, the amount of crude oil released I received from I into storage tanks to fill I empty new sections of pipelines, crude stock I deliveries, quantity of crude oil to be pumped back to COS tanks for maintenance purposes, ... etc.
- Follows up with OMT, Site Process & Storex and Marine on crude oil levels,export program, arrival /departure of tankers and berthing priorities.
- Follows up with OASC, SPC and OMT, on Quality of oil, quantities exported, documentation of tankers, port dues and movement of ships, as per OMT's instructions.
- Directs, following the crude oil & condensate Off-take Procedure, the loading operations, cargo nominations and documentation instructions, as per OMT's instructions.
- Follows up with OASC, Marine Team Leader and Petroleum Port Officer (PPA), Production controllers of ADGAS on berthing criteria, payment of port charges and arrival I departure of tankers.
- Follows up the ISPS (International Ship and Port facility Security Code) requirements on the incoming Tankers with OASC, Marine, Petroleum Port Authority, Coastal Guard, SGROD, Police and Security to provide protection as requested by Tankers.
- Attends TABK I BUNDUQ and Commercial Shipping agencies meetings related to oil accounting & shipping operations.
- Co-ordinates with Oil Movement Team, Abu Dhabi, the execution of the monthly planning crude oil & condensate lifting program.
- Prepares and issues the daily balance of oil, input, output and stock of oil & condensate at
Das Island.
- Co-ordinates the oil & condensate production, Marine, Offshore & Das regarding activities affecting the exports & storage capacities.
- Assists Storage Tank Management to ensure cargo availability for loading in co-ordination
with Storex Section Das SPC representatives, Marine and OMT (OGCD).
- Represents Company for signing Export Shareholders' Shipping Documents.
- Prepares Operations Code of Practice regarding oil measurement systems on Das
- Familiars with APl-ASTM Manual of Petroleum Measurement Standards to ensure compliance with regard to oil measurement and lab analysis.
- Directs, following the crude oil & condensate off-take procedure, the loading operations, cargo nominations and documentation instructions, as per OMT's guidance.
- Checks and signs Shareholders' cargo shipping documents prepared by OASC.
- Co-ordinates meeting with Shareholders' regarding crude oil & condensate export requirements.
- Investigates customers' complaints over crude oil quality and quantity discrepancy. Clarify, recommend and feed OMT, Abu Dhabi for further action.
- Assists and witnesses Company, Partner Prover Loops calibration along with SPC, OMT, Process, Storex and Third Party Contractor.
- Checks and signs monthly disbursement for Agency fees and I or other charges, if any.
- Supervises the activities of the assigned personnel in oil Accounting and Shipping Section (4 Nos. Oil Accounts & Shipping Coordinators).
- Checks daily, monthly and yearly reports prepared by OASC which consists of oil & condensate production & exports and stocks' balances.
- Reviews and endorses IPCs related to third party service invoices and ensure conformity with approved contracts and report any discrepancy to Supervisor.
- Ensures adherence to HSE rules, regulations, procedures and standards. Attends I Chairs HSE meetings and promote safety awareness among subordinates.
- Provides training to Company concerned staff as may be required to enhance their knowledge and develop their skills in the area of oil measurement.
- Follows up the training and development program for UAE Juniors in the section.
Minimum Reguirements [Knowledge Skills & Experience]:
- B. Sc. Degree in Production/Chemical/Petroleum Engineering or equivalent .
- Very good knowledge of computer skills I systems I Operations Accounting .
- 7-8 years experience in oil production, processing and Terminal operations .
- Numerical Accuracy and analytical mind.
- Good knowledge of spoken and written English.
Preference given to Candidates with Offshore work Experience and who can join immediately
