Job Summary
Purpose and Scope
Supervises the execution of day to day preventive and corrective maintenance activities related to mechanical plant and equipment in assigned field, covering gas turbine units and multi stage surface pumps, products process plant, diesel engines, mobile plant, air compressors, heavy equipment, fire equipment, valves, water and sewage treatment plant, workshop machines and lifting equipment and any other mechanical plant and equipment in assigned field. This includes generating preventive and corrective maintenance work orders, setting priorities, determining appropriate standard procedures, ensuring availability of required materials, spares and equipment, assigning subordinates, liaising with operations to release equipment and plant and with other maintenance supervisors to coordinate work activities, endorses necessary work orders and work permits, and supervising the actual execution of work on site and or in workshop. Investigates and troubleshoots maintenance problems, implements the Company’s permit to work procedures. Supervises all maintenance work carried out in the mechanical workshop and ensures availability and operability of all workshop machines and equipment. Liaises with the Work Planning personnel on timely updating of related maintenance activities in the 3Ms system. Ensures that Company HSE policies, procedures and programs are implemented and strictly adhered to in his area of responsibility.
Accountabilities
- Supervises the activities of assigned personnel. Performs supervisory functions and excesses financial authorities established by management for this level.
- Supervises and directs the execution of planned and breakdown maintenance and repairs of all mechanical plant and equipment in assigned field.
- Retrieves monthly maintenance plans from 3Ms; sets weekly schedule and prepares daily activities.
- Sets priorities and endorses Hot and/or Cold work permit in conjunction with operations.
- Ensures availability of adequate manpower, materials, spares, tools, lifting tackle and equipment guided by standard procedures.
- Provides technical direction to subordinates on fault finding diagnoses and repairs.
- Inspects work progress/completed work through site visits and/or review of work records to ensure proper and timely execution.
- Adjust work schedules to accommodate urgently required work and follows up receipt of work orders upon completion of repairs procedures.
- Investigates and troubleshoots maintenance problems. Implements fault-finding routines and procedures, diagnoses problems and takes appropriate action including devising and implementing solutions, referring to other disciplines, recommending external expert assistance, and preparing reports, as necessary.
- Plans and supervises the provision of efficient and economical mechanical workshop services in support of maintenance and project activities in assigned field.
- Orders spares and materials as necessary and controls the inventory of consumable, tools and lifting tackle.
- Schedules and supervises day-to-day workshop activities to ensure the proper utilization of manpower and equipment. Assesses priorities and provides instructions for any special procedures, standards and materials required. Monitors and follows up to ensure all work is carried out to high technical and safety standards in all workshop disciplines.
- Ensures regular inspection and maintenance of workshop machinery, lifting equipment and mobile plant. Includes air compressors, LP & HP pumps, steam/water cleaning/high pressure cleaning units, testing equipment, diesel engines, welding machines, portable cutting and precision machinery, etc.
- Ensures maintenance and testing of low and high pressure safety/relief valves. Checks that overhaul work complies with API standards 526 and 527.
- Reviews and plans future workshop activities with special reference to workshop equipment, resource and material availability.
- Monitors all work carried within the workshop to ensure that safety rules and regulations are being followed. Empowered to stop any operation not following laid down safety procedures.
- Issues hot and cold work permits and applies for excavation permits as required. Includes initiating or compiling, approving and passing to operations for countersigning. On completion of work, signs off jointly with operations.
- Supervises and coordinates the work of Company and contracted personnel in routine maintenance and repair of refrigerators, water coolers and cold stores. Includes staff residences, welfare facilities, clubs, offices, etc. Monitors the maintainability of refrigeration equipment by reviewing plant history records of breakdown repair and frequency. Recommends procurement new equipment and determines technical specification thereto.
- Supervises and coordinates the maintenance work of the sewage treatment plant and transfer sewage pump stations, mechanical maintenance of mess equipment in assigned field.
- Coordinates work activities with other maintenance supervisors in assigned field to ensure optimal use of manpower resources and equipment.
- Participates in engineering projects related to electrical equipment. Includes reviewing tender package, witnessing commissioning, following up with concerned maintenance engineers to ensure timely receipt of commissioning and 2 year spares and manufacturers maintenance manuals.
- Updates equipment and plant maintenance records by inputting activities in the 3Ms system.
- Identifies opportunities to improve efficiency and reduce costs.
- Participates in the preparation of the department budget as applicable to mechanical maintenance with particular reference to non routine operating and capital budget
- Participates in the training and development of assigned UAE national employees. Includes developing and implementing O-J-T programs, monitoring and reporting on progress and counseling employees as required.
- Knows the Company health, safety and environmental policy, procedures, regulations and objectives as they relate to his area of responsibility, and ensures that they are effectively implemented in his domain. Ensures, by appropriate monitoring and review, that work under his control is performed in a safe and environmentally sound manner. Ensures effective accident investigation and follow up.
Fields
- Ensures the provision of adequate supply of non stock materials, spares, consumable items in local stores and raises necessary documentation for issue of stock items and/or procurement of direct purchase items.
- Liaises with store to ensure availability of required items.
- Raises issue vouchers for required items through 3Ms.
- Endorses purchase request for non stock/ direct purchase items. Ensures that full technical details of material, code numbers, other buying descriptions, recommended supplier(s) and estimated cost are provided.
- Reviews bids received for the supply of materials and provides evaluation and recommendations for technically acceptable bidder.
- Inspects materials received either as samples or purchased to ensure they conform to required specifications and arranges testing/operational use of spares, as necessary, to verify compatibility with existing equipment.
- Plans preventive maintenance requirements and frequencies for all major mechanical plant and equipment. Includes work required, standard procedures and resources. Determines frequency guided by manufacturer recommendation, Company experience and equipment operating history.
- Plans and supervises the execution of all major overhaul work on all mechanical plant and equipment:
- Establishes maintenance scope of work, material specifications, engineering standards and completion time schedule.
- Reviews tender and contract documents related to shutdown and major overhaul. Participates in technical and commercial evaluation of bids and recommendation of successful bidder.
- supervises maintenance and modification work carried out by contractor and address problems/queries, as required.
- Ensures availability of adequate level of stock materials and spares to sustain maintenance operations. Ensures proper engineering standards are observed in all procurement activities related to maintenance materials and spares.
- Reviews and recommends optimal stock levels and advises on interchangeability of parts where applicable.
- Checks material requisitions to ensure requirements are within set standards and stock level.
- Liaises with Supply Division to ensure availability of critical equipment spares, insurance spares and advises on criticality in terms of specifications, manufacturers’ lead time, stock level and cost.
- Advise on updating material vocabulary and directs revision of specifications in light of information obtained from manufacturers.
- Checks and endorses specifications of new materials, spares and equipment from manufacturers’ drawings and inspection reports submitted by bidders.
- Plans and supervises the execution of all field services activities as assigned. This includes:
- Piping/surface installations.
- Road maintenance and cleaning.
- Mobile equipment utilization.
- Workshop activities including valve rehabilitation and pig receiving.
- Keeps abreast of technological development in the field of control maintenance engineering in the oil/ production industry.

Minimum Requirements
- B. Sc. in Mechanical Engineering.
OR
- Completion of Secondary education (12 years) followed by 3 years full time training leading to a Diploma in mechanical trade.
- 5-13 years mechanical maintenance in oil/ gas producing Company.
