PRIMARY DUTIES AND RESPONSIBILITIES
Job Purpose:
Manages the Site Maintenance Department's short and long term strategy as well as operational and maintenance plans for the field facilities in accordance with Company approved Maintenance Policies to ensure that systems/ equipment are integral and comply to set operational and safety standards to ultimately maximize the availability/ reliability of all systems/ equipment that are vital for the Asset to optimizes its production levels.
Principal Accountabilities:
- Ensures the effective cascading of the Site Maintenance Department strategy into effective business and operational plans across the Department, and constantly monitor the implementation of same in order to help in accomplishing the Field Asset Business Unit's overall strategy.
- Prepares and recommends the Site Maintenance Department's budget, monitor the financial performance versus the budget, and update the Vice President - Field on deviations and gaps with proposals on how to improve performance and mitigate identified risks.
- Organizes and supervises the activities and work of subordinates to ensure that all work within the Site Maintenance Department is carried out in an efficient manner which is consistent with Company operating procedures and policies as well as the shareholders' guidelines.
- Supervises the implementation of the outsourced Service Contracts such as Scaffolding, Painting, HVAC, and Crane Crews onsite to ensure timely and accurate completion of same.
- Provides on-the-job training and constructive feedback to all subordinates to supports their overall development as well as develops and supports the personal and professional development of Nationals in order to contributes in preparing a National workforce that drives Company and achieves its - and its shareholders' - business objectives.
- Ensures that all equipment/ systems are maintained, kept up-to date, and are in excellent operating conditions as per the set standards and maintenance policy in order to prolong the life of such systems, and ensure their availability to support the Asset in meeting its production targets.
- Manages, reviews, and approves the preparation of short and long-term preventive maintenance plans/ schedules for all rotating | mechanical | electrical | electronic | telecommunications | control systems | others (including instrument, telemetry, fire and gas, SCADA, HVAC, DCS equipment, and painting) machinery at the Super-complex and Wellhead Towers as well as monitor the implementation of same to ensure that systems/ equipment are readily available for operation.
- Manages the continuous and efficient monitoring of plant and equipment performance while investigating abnormalities and recommending remedial actions as well as ensure that teams troubleshoot problems/ breakdowns in a timely manner so as to ensure that plant operations resume/ commission safely, smoothly, and with minimum disruptions to production.
- Ensures the continuous availability of sufficient fuel levels as well as the reliability of the power supply units to ensure that operations are optimized and uninterrupted.
- Leads the assessments of health and safety hazards and formulate corresponding safety measures and remedial actions as well as monitor the implementation of such plans during accidents and emergencies in order to normalize situations, ensure safety, and maintain the efficiency of operations.
- Ensures that all maintenance and repair work conducted by contractors on the Super-complex and Wellhead Towers is being properly monitored and that it follows maintenance standards
to ensure the compliance of such work with the determined specifications and scope of work.
- Manages inventory levels and ensures that stores keep the required amount of inventory (including consumables and critical items) and that replenishment orders are issued on time so as to ensure the availability of materials to conduct maintenance work without any delays.
- Ensures that maintenance related data/ information is being accurately and timely fed into the Asset Management System (Maximo), monitor same, and advise on changes in maintenance priorities, plans, schedules, and strategies in order to ensure that identified risks are mitigated and that maintenance and inspection backlogs are minimized.
- Evaluates engineering packages I proposals initiated in close coordination with the Discipline Engineering Division and the Asset Operations Technical Support Division including evaluating the site survey reports, highlighting discrepancies/ anomalies, and recommending appropriate alternatives to suit site conditions in terms of operations flexibility and maintenance accessibility.
- Ensures the compliance to all relevant QHSSE management policies, procedures, and controls as well as shareholders' guidelines across the field so that Company provides a safe, world class, secure, and environmentally responsible workplace to employees and contractors.
- Motivates subordinates and contributes to the identification of opportunities for continuous improvement of systems, processes, and practices while taking into account international leading practices and technologies in the Oil & Gas spectrum, improvement of business processes, cost reduction, and productivity improvement.
- Ensures the effective implementation of departmental policies, systems, and procedure so that all relevant procedural/ operational/ legislative/ shareholder requirements are fulfilled while delivering a quality and cost-effective service.
- Manages and provides inputs in the preparation of timely and accurate statements, studies, and reports to meet the US & NS Asset Business Unit requirements, policies, and standards.
Communication & Organizational Relationships:
- Daily contacts with the Vice President to discuss issues related to site maintenance.
- Regular contacts with Integrity Division and Asset Operations Support Division for coordination of services.
- Regular contacts with other Managers to discuss field towers, production plants and utility issues, and the implementation of major overhauls, PMRs, and new schemes.
- Occasional contacts with the Commercial Division and the Logistics Division for coordination purposes.
- Coordinates with relevant parties (such as the Operations Integrity team and Supercomplex field operations team) issues pertaining to the commissioning of new installations of systems/ equipment.
- Regular contacts with the Reliability and Data Maintenance Team to review its analysis on plant performance and maintenance costs.
- Regular contacts with the Vice President - Field to discuss ongoing work, developments, planning, and risk mitigation issues.
- Acts and contributes as a member of the Incident Command Center (ICC), and participates in regular exercises to practice assigned roles and responsibilities in order to be prepared
for emergency situations.
- Acts as member with Site Emergency Team upon site management request and participates in regular exercises to practice assigned roles and responsibilities.
Minimum Requirements [Knowledge Skills & Experience]:
- Bachelor's Degree in Mechanical, Electrical, or Electronics Engineering or any other equivalent.
- 13 - 14 years of relevant work experience in the Oil & Gas industry with at least five years' experience in a managerial role.
- In-depth knowledge in relevant maintenance and engineering practices/ compliance principles/ methodologies, CMMS, utilities and power generation systems, heavy rotating, electrical, mechanical, etc. machinery, preventive and corrective maintenance planning and measures, and inventory control.
- Ability to handle and manage crisis and emergency scenarios, organization, team management and leadership, advanced project management, coaching and mentoring, decision making, conceptual thinking, problem solving, analytical skills, risk management,
- ability to work under pressure, computer proficiency, fluent in written and spoken English, presentation, negotiation, and communication and interpersonal skills.
Preference given to Applicants with Offshore work Experience and who can join immediately
