PRIMARY DUTIES AND RESPONSIBILITIES

Job Purpose:
Manages the operation's commissioning team throughout detailed engineering till steady states operation phase in order to ensure the successful commissioning of Field facilities in Company offshore sites according to project specifications, Company guidelines and industry best practice taking into account HSEQA standard. Supports the Fields Manager in the planning and execution of operations resources capabilities build up in line with project progress and Integrated Readiness (IR) including coordinating the requirement of Assets Management System developments, spare parts delivery and handover documentation to ensure delivery of Field developments as per Company Business Plan.

 

Principal Accountabilities:

  • Assists the Manager Field in preparing the Field budget, monitors the financial performance versus the budget and updates the Manager Field on deviations and gaps with proposals on how to improve performance.
  • Organizes and supervises the activities and work of subordinates to ensure all work within the Operations & Commissioning team is carried out in an efficient manners which is consistent with Company operating procedures and policies as well as the shareholders' guidelines.
  • Provides on the job training and constructive feedback to all subordinates to supports their overall developments as well as develops and supports the personal and professional development of Nationals in order to contribute in preparing a National workforce that drives Company and achieves its shareholders' business objectives.
  • Oversees the developments of the commission philosophy, strategy, procedures with the EPC and project teams while ensuring it is supported by all the technical disciplines within the Field team.
  • Follows up on the commissioning of facilities, equipment and systems as per the agreed procedures and specifications while including quality and assurance in order to ensures it adheres to the agree upon criteria.
  • Coordinates with the discipline teams and the projects team in order to follows up on the punch list supported by the Operations Team Leader in order to ensures the required actions is taken with set timelines with minimal operational impacts.
  • Supports the Field Manager in the preparations of the OPR register due to overseeing the commissioning ensuring internal and external collaborations in order to achieve operational readiness.
  • Manages the MOC process (management of change) through discussions with the project team in order to assess the degree of scope change and collaborates with the Fields Manager and discipline teams to ensure its approval in timely and efficient manners.
  • Prepares contingency plans based on developed scenarios to ensure the field teams preparedness for potential operational challenges and continued production.
  • Manages the operation's commissioning teams to confirm the performance of the safety critical elements through testing as identified in the technical assurance plan for FAT & SAT.
  • Manages the operation's commissioning teams to follows up the EPC contractor delivery of documents for the equipment two years spares and ensures that the insurance spare parts are prepared, recorded and reg istered within the Company Assets Management.
  • Manages the transfer of care and custody/ handover approval for all system from Construction to Commissioning to Operations as per approved terms and conditions. Ensuring seamless transition from project to operations with document handover.
  • Ensures the content of handover packs are agreed with operations including data handover/ certificate requirements.
  • Directs the operation's commissioning teams to be In line with the developed criteria for facility performance during starts up and early operation to ensures reliability and satisfactory of the first year operations including Warranty period management.
  • Manages operation's commissioning teams to implement the preservations approved methodologies of the unused equipment (Surface/ Subsurface) and the de mothballing when ready for commissioning for successful conclusion of the project.
  • Ensures equipment preservations are being carries out and documented.
  • Supervises the subordinate's daily activities to ensures their compliance to all relevant QHSSE management policies, procedures and controls as well as shareholders' guidelines in order to contributes in providing a safe, world class, secure and  environmentally responsible workplace to employees and contractors.
  • Guides subordinates in the identification of opportunities for continuous improvement of systems, processes and practices while taking into account international leading practices and technologies in the Oil & Gas spectrum, improvement of business processes, cost reduction and productivity improvement.
  • Supervises the effective implementation of policies, systems and procedure so that all relevant procedural/ operational/ legislative/ shareholder requirements and guidelines are fulfilled while delivering a quality and cost effective services.
  • Supervises and provides inputs in the preparations of timely and accurate statements, studies and reports to meet the Field Asset Business Unit and the Field division requirements, policies and standards.

 

Communication & Organizational Relationships:

  • Daily contacts with the PMT and PMC in order to coordinate various operational aspects such as MOC and the punch list to ensure limited disruption of operations.
  • Regular contacts with the Operations Support team in order to follow up on the registered punch list in efficient manners.
  • Daily contacts with the Field Manager in order to provide supports during the ORP through coordinating with external and internal stakeholders ensuring efficiency.
  • Regular contacts with other stakeholders such as ZADCO and Shareholder representatives in order to share knowledge and best practices.
  • Regular contacts with the Manager SARB Field to discuss ongoing work, developments, execution, commissioning, planning and risk mitigation issues.

 

Minimum Requirements [Knowledge Skills & Experience]:

  • Bachelor's Degree in Petroleum or Mechanical or Chemical Engineering or any other equivalent.
  • 13 - 14 years of relevant work experience in the Oil & Gas industry with at least five years' experience in a managerial role.
  • Knowledge in relevant Oil & Gas practices/ compliance principles/ methodologies with proven theoretical and practical experience in managing operations and commissioning activities in oil and gas fields.
  • Abilities to handle and manages crisis and emergency scenarios, organizations, strategic planning, team management and leadership, project management, coaching and mentoring, decision making, conceptual thinking, problem solving, analytical skills, risk management, abilities to work under pressure, computer proficiency, fluent in written and spoken English, presentations, negotiation and communication and interpersonal skills.

 

 

Preference given to Applicants with Offshore work Experience and who can join immediately
