Job purpose & Scope:
- Provide expert advice on all HSE related matters and support Company Operations and Projects by ensuring the effective implementation of Company HSEMS. Provide assurance by being the technical reference of the audit function. Monitor and follow up to closure all HSE Actions, Recommendations and Findings in the new HSE Information Management System (HSEIMS).
- Provide HSE Contractor Management support to field sites in accordance with all applicable Company HSE policies and procedures .
Principal Accountabilities:
- Provide Operational HSE expertise advisory support to Line Management on HSEMS implementation including Contractors Management, Performance Management, Incident Management and Operations Management of Change.
- Provide required expertise to support compliance assurance through the audit function
- Ensure awareness and verify compliance with Company HQ Codes of Practice.
- Promote HSE awareness and safe working practices by all Company and contractors personnel, in particular the Company Golden Rules of Safety.
- Develop HSE pre-qualification standards for Contractors and Suppliers and provide advisory support in the implementation.
- Review and manage the various dispensation requests for all the operational and project requirements. Develop and maintain the necessary control mechanisms in line with the HSE Management System through the Dispensation procedure.
- Provide Operation oversight to the company, including risk assessments and advice on hazards controls compliance, conclude recommendations and coordinate the formulation, development and implementation of the annual HSE action plan.
- Contribute to the development of company’s HSE Risk Register.
- Review approved project method statements and specific HSE requirements for projects.
- Manage Operations safety audits and safety checks of assigned Business Units, and perform as a focal point and report on a regular basis the progress of the closure of the identified gaps.
- Review detailed specific HSE Plan for projects in Company
- Participate and provide specialist input in risk assessments required by Operations.
- Participate in the conduct of regular audits/ inspections to ensure compliance with applicable safety standards and codes of practice.
- Recommend corrective measures, follow-up necessary actions and report.
- Participate in accidents/incidents investigations and prepare relevant reports and recommendations.
- Participate and attend the OPCO’s Task Force meetings information and updates of specifications and standards.
- Represent HSE as a member of Emergency Response Team.
- Review, approve and disseminate the MSDS’s of newly introduced chemicals.
- Support Interview and selection of competent Projects HSE personnel e.g. HSE Engineers, Safety Officers, Fire Watch Technicians, etc.
- Implement HSE Contractor Management best practices as applicable from Company, shareholder companies and the Oil and Gas Industry
- Provides oversight to the Contractor’s HSE processes and ensures these processes are being implemented per the approved HSE plans and procedures
- Identifies HSE related issues that may affect HSE performance and works with project teams, Corporate HSE, site personnel, IPMT members and contractors to help resolve HSE issues during all phases of project or execution
- Assists the EPC Contractor management with formulating plans to rectify Site HSE issues and gaps and to resolve HSE issues through all phases of the project or contract execution
- Recommends and stewards continuous improvement suggestions and initiatives to the EPC Contractor Site HSE processes and procedures
- Establish system and schedule for conduct of regular safety leadership meetings with participation from line Management and management representatives from major contracting companies where applicable
- Assists with the development of the EPC Contractors Site Specific and overall Project HSE plans and procedures and assists with the endorsement of same by line and HSE management
- Promote, support and participate in the EPC Contractor and the Company sponsored HSE initiatives and reward and recognition programs
- Analyses leading and lagging indicators on the Contractor’s HSE safety performance; Identifies gaps and suggests improvements and solutions to the gaps
- Meets with the EPC Contractor Site Management to communicate and reinforce HSE related expectations
- Provides information regarding Contractor HSE performance and initiatives to for utilization / discussion HSE meeting
Organizational Relationships (Work Contacts):
- Regular contact with operating sites and engineering staff in various departments up to Sr. Engineer
- level. Frequent contact with suppliers, agents and contractors up to manager level to discuss standards/specifications of equipment and loss prevention requirements.
- Maintains a technical library and update Company’s standards for fire, safety and life-saving equipment.
- Act as a single focal point responsible for all HSE related actions on behalf of HSE corporate unit.
Independence of Operations and Decision-making Authority:
- Works according to applicable HSE Codes, Standards and Regulations. Uses initiative for nonroutine
- HSE requirements. Exercise expert judgment in advising BU on all HSE related issues.
- Complete work is reviewed by HSE OS Manager
Physical Effort:
Approximately 30% of his work time is spent
walking, standing and climbing whilst carrying
out inspections and audits.
Work Environment:
Normally air-conditioned environment. Exposure
to prevailing weather when visiting site areas.
Minimum Requirements:
- B.Sc. in Mechanical/Chemical/Safety engineering or equivalent.
- 10 years’ HSE experience in the Oil & Gas Industry, of which 5 years in offshore.
- NEBOSH, IOSH or equivalent diploma would be an advantage.
- Excellent knowledge of English is required. Good knowledge of Arabic is an advantage.
