Principal Accountabilities | ||
a) Manage Operations safety audits and safety checks of a Business Units that is assigned and performs as a focal point and report on a regular basis the progress of the closure of the identified gaps. b) Keep abreast (and ensure circulations to all safety personnel and sites’ functional safety units) with latest development/amendments in fire, safety, lifesaving equipment, statutory requirements, and report appropriate recommendations. c) Review amends and provide expert advice on a the technical specifications and liaise with Commercial Unit, suppliers, agents and Company sites’ functional safety units to evaluate technically, efficient operation of equipment and ensure its conformity with local and international standards and specifications. d) Liaise with concerned units/sites for updating standards/specifications and inspection of Company’s safety equipment. Carry out necessary tests/checks to ensure efficient operation and compliance with standards and update records accordingly. e) Carry out technical review, assessment and evaluation of Safety, Lifesaving, Fire Fighting and protection/prevention equipment related to projects on Pan Company Level and issue necessary recommendations/approvals. f) Participate in prequalification review/inspection to premises, workshops repair facilities for Fire, Safety & Lifesaving equipment, industrial gases of maintenance Contractors to ensure adherence to Contractors’ safety requirements and relevant local/international standards. g) Lead and participate in risk and safety integrity level assessment. h) Assist in preparing HSE annual budget and control, maintain the related cost control books, registers and issue related reports. i) Prepare scope of work for RFQ, call for tenders, evaluate bids and issue recommendations j) Study, review and advise on technical specifications and Company’s standards of all loss prevention equipment to ensure compliance with the approved standards and codes of practice. k) Conduct regular audits/ inspection of all safety, lifesaving, emergency equipment, materials, fire protection/prevention equipment of all operating sites to ensure adherence to safety standards and codes of practice. Recommend corrective measures, follow-up necessary actions and report. l) Review , update and amend the requirements for contractors’ safety equipment and relevant sections of Company Safety Guide. m) Assist in conducting safety inspection of all equipment, machinery, lifting appliances/gear related to projects/contracts and ensure compliance with relevant standards prior to mobilization to Company sites. n) Review, monitor and update the maintenance, testing, inspection specifications, procedures and records of fire, safety, lifesaving and fire protection/prevention equipment. Liaise and follow-up with operating sites to ensure adherence to local/international standards. o) Participate in accidents/incidents investigations and prepare relevant reports and recommendations. p) Assist in preparation of periodical accident analysis and statistics and safety performance appraisal and other relevant periodical management reports. q) Participate and attend the OPCO’s Task Force meetings information and updates of specifications and standards. r) Represent HSE as a member of Emergency Response Team.

Qualification & Experience | ||
a) B.Sc. in mechanical/chemical engineering or equivalent. b) 5 - 7 years in loss prevention job in the oil industry. c) Good knowledge of English and good knowledge of Arabic is preferable. |

Organizational Relationships (Work Contacts) | ||
Regular contact with operating sites and engineering staff in various departments up to Sr. Engineer level. Frequent contact with suppliers, agents and contractors up to manager level to discuss standards/specifications of equipment and loss prevention requirements. Maintains a technical library and update Company’s standards for fire, safety and life-saving equipment. Act as a single focal point responsible for all HSE related actions on behalf of HSE corporate unit. |

IO and Decision Making Authority | ||
Works according to loss prevention codes, standards and regulations. Uses initiative for non-routine loss prevention requirements. Exercise expert judgment in advising BU on all HSE related issues. Complete work is reviewed by HSE Team leader. |
