JOB PURPOSE:
Performs activities covering competency management and HSE training requirements. Provides advice and support with regards to the contentof the HSE Training Programs and coordinates the dry run and evaluates thetrainers for various training courses.
KEY ACCOUNTABILITIES:
- Understands and promotes the company’s health, safety & environmental policy and objectives; performs work in accordance with the company’s established rules,regulations and approved procedures; intervenes to stop unsafe acts and practices; and is accountable for the well-being and safety of own self andothers, including all contracted labor force – unskilled, semi skilled, and skilled.
- Sets HSE Targets and plans, matrices, KPI’s and objectives to deliver established plans.Leads and supervises the preparation of general and specific standards for use by Company
Competency Management
- Leads and Develops HSE training strategy, HSE training annual plans, training matrices and curriculums. Establish Competence requirements and Conducting Competency Assessment. Identify competency gaps/ conducting Training Need analysis/Monitoring, Reassessment.
Training Plan, Review and Develop
- Plans,directs and actively participates in the ongoing training and development of own self and subordinates with special emphasis on UAE Nationals. This includes assessing employees’ training and development needs, directing the preparation of structured development programs, monitoring progress and counseling trainees on alternative career paths and job profiles available in the company.
- Researches/ recommends and assists with the procurement of safety training materials and aids including audio and visual equipment, video tapes, and classroom furnishings, basic and specialized personal protective equipment and monitoringequipment.
- Reviews and updates HSE training syllabuses so they meet international standards, UAE laws/ legislations, Company code of practices, Company HSE procedures; Obtains HSE international accreditation for HSE curriculum and instructors; Establishes HSE training KPI’s, Objectives in HSE annual plan and sets monitoring measures accordingly.
- Developsand maintains- e-learning HSE packages, regular HSE training progress reports and analyze gaps / shortfalls, setting recommendations and action plans;Identifies corporates HSE training needs; Develops basic safety, and safetyrelated training courses for Company personnel and contractors, viaresearch of latest technologies, operating procedures and innovations; Developsand implements preventive maintenance schedules for training equipment;Develops and maintains training contracts and follows up training expenditure regularly to avoid over exceeding the assigned budget.
Desired Candidate Profile
Minimum Qualification
- BSc. in Engineering discipline or equivalent
- Internationally recognized certification in HSE, recognizedsafety qualification preferable.
Minimum Experience & Knowledge & Skills
- Minimum 5 years’ experience with International Operator Company in HSE Management within the oil/gas production/ operations orpetrochemical industry.
