Job Details

Job Purpose:

Carry out and lead the duties of maintenance, testing, calibrating and operation of the fixed and portable firefighting fire detection equipment, firefighting , oil spill fighting equipment and all safety evacuation appliances & related budget preparations. Lead the duties of Emergency Response fire Chief role and implement Emergency Response approved Scenarios exercises and emergency Drills& training for Search & Rescue teams, Life Boat coxswain, Oil Spill fighting response, and fire watch, Fire Fighting and helicopter crash & HLO teams. Hold responsibility of maintenance and availability of personal life saving equipment and appliances.

Principal Accountabilities:

  • Perform preventive maintenance on the various types of fixed and portable  fire, safety and lifesaving equipment comprising complete servicing, repairing, checking, calibrating, and supervising blanket contractor and contracted personnel  while undertaking maintenance & overhauling work as well as oil spill fighting equipment maintenance, all through MAXIMO system.
  • Conduct and monitor periodical inspection on fixed firefighting systems (Halon, CO2, deluges, sprinklers, water, foam and dry powder), inspect, test and maintain fire hoses, hydrants, monitors, isolation valves and couplings.
  • Perform & follow up of periodic functional testing of critical safety equipment (e.g. Fire pumps, Fire monitors/hydrants, gas and toxic gas mobile detection equipment), through MAXIMO system.
  • Perform inspection and maintenance of the safety life support equipment e.g.  breathing apparatus, escape sets, portable gas monitors, safety harnesses and protective personal equipment.
  • Procurement of required safety consumable inventories of firefighting foam, gases & powders and lifesaving equipment (e.g. life rafts & life jackets and spares), portable gas and toxic detection devices, breathing apparatus & escape sets, firefighting bunkers& special gears, fire vehicles, fire hoses, and oil spill fighting equipment.
  • Monitor, prepare and master Operating budget for all related equipment, safety gears for all field personnel, and capital items related to UZ-HSE, with budget revisions.
  • Organize, execute and monitor regular practical training on firefighting / emergency drills and / Emergency Team Members on the proper use of the fixed, portable and mobile firefighting equipment and systems. Provide guidance of fire, safety and Rescue to the On-Scene-Commander on Satellites, in addition to life boat coxswain (Life Boat Captains & Mechanics) training.
  • Operate test, and lead the crafts for periodic inspection of life saving equipment  such as life boats, life raft in addition to their basic maintenance.
  • Guide and follow up HSE Technicians at remote satellites and wellheads.
  • Assist and lead UAE developees to follow their training programs till integration.
  • Conduct required safety induction awareness for all incoming new personnel /visitors.
  • Carry out administrative duties such as filling pre-designed forms and reports on fire/safety equipment maintenance, inspection, testing and inventory.
  • Prepare  and actively participate in safety critical equipment audits, Fire Fighting, Search & Rescue, emergency response team, HLO‘s competency audits by ADNOC and certifying third parties. Prepare for ZADCO recertification & surveillance audits of accredited certifications with regard to scope of OHSAS 18001 and ISO 14001 accreditations
  • Waste segregation handling & controlling required logistics e.g. bins , industrial garbage bags ..etc.

Emergency Response Duties:

  • A member of site / facility Emergency Management Team by default of Job Description, and employment contract.
  • Act as a Fire Chief, managing the control and duties of the Emergency Fire & Rescue Team.
  • Responsible for training and preparedness of the Emergency Fire & Rescue team in every respective offshore emergency related scenarios (Fire, Rescue, Evacuation, First aid, oil spill management, Managing helicopter crashes, Sea survival, and more as deeming necessary).
  • Report to Deputy Emergency Controller and cooperate during Emergency drills / exercises with On Scene Commander, Deputy Emergency Controller and Safety Engineer).
  • This ER responsibility is an integral part of this Job description and performance for set Emergency Assignments shall be considered a Key Performance Indicator for periodic assessments. 

 

Work Contacts:

Daily  contacts with subordinates / HSE Team Leader / CMM at town for procurements / Job Officers at OSMS for blanket contract maintenance equipment, local PRD/MTN personnel, HSE engineers at site and  other Company contractors’ personnel during fire, rescue and lifesaving training or Fire & Safety watch activities.

 

Independence of Operation and Decision-making Authority:

Uses sound judgment whilst performing maintenance, inspection, calibration activities for related equipment and executing required training & exercises and make instant decisions when first member at a fire or emergency situation. Such decision would however, be limited to those sanctioned in detail written emergency procedures which are usually checked at interim stages of assignment by the fire and safety hierarchy.

 

Physical Effort:

Above average physical effort required during emergencies and fire drills, which involves climbing, pushing, pulling and the use of tools and hoses, long duration watches, emergencies, etc.

 

Work Environment:

The incumbent is required to work for long periods in an environment exposed to chemical, noise, and prevailing offshore weather (30% inside air conditioned office and 70% at outside  exposed to different weather conditions offshore).

 

 

Minimum Requirements:

  1. Completion of Secondary technical education (12 years) or equivalent, plus Safety specialized diploma (2 years) or higher.
  2. 8~10 years practical experience in operation and maintenance of fire management and lifesaving activities in offshore oil/gas production using modern firefighting/lifesaving methods and all related equipment & gas detection, oil spills, dynamic firefighting assessments and, training of emergency response teams on basic entitlements linked to this post.
  3. Valid training in advanced fire fighting leader, BOSIET, H2S , OPITO gas tester , Coxswain . NEBOSH oil& Gas preferred.
