JOB PURPOSE:
- Under limited supervision, oversee and coordinate the overall Company OFFSHORE Emergency & Crisis Management system and programs. This covers the head office Emergency Operation Center/ Emergency Support Team and Site Emergency Response Teams.
- Included are procedure development/ revision, drill and exercise management, education, development training and assessment/audit of the overall emergency/ crisis management system and Oil spill Response capability and management.
KEY ACCOUNTABILITIES:
Job Specific Accountabilities
- Provide technical advices and steer to corporate HSE and respective Business Unit on issues related to Emergency/ Crisis Management, Oil Spill Response, Contingency Plans, equipment and facilities.
- Pro-actively identify and evaluate relevant issues related to emergency response and Crisis Management, both within and outside the company and advice/ initiate any changes that may be required within Company OFFSHORE. This includes active participation in study group, and task forces and workshop that are set-up by Company, CMT and ADESCO.
- Develop and maintain and Company emergency/crisis management system, and to ensure company-wide consistent application and coordinated implementation in respective Business Unit in line the Company Code Of Practice, Company Health, Safety, Environment Management system and Industry best practice.
- Ensures all emergency procedures are compliant with risk analysis studies, safety cases, audit recommendations, feedback from exercises, drills and industry norms.
- Reviews, studies, and recommends the necessary amendments and updates to all procedures and improvements to existing facilities as required, both onshore and offshore
- Conducts orientation training for all new Emergency Duty Manager/ Officers, including refresher and the identification of further advance training requirement from time to time.
- Develops, in consultation with the sites management, emergency response drills and exercise programs, designed to test the overall emergency response group readiness.
- Represents Company on emergency response/ crisis management issues within the OPCOs and is the Company representative on the Compnay Group Crisis Management Steering Committee, Company Fire & Rescue Forum and ADESCO Committee.
- Establishes and maintains contacts with outside vendors and specialists who Company Emergency/ Crisis Management Team may requires to call out during a major emergency/ crisis situation.
- Develop the scope of work and supervision of any specialist work on firefighting & emergency/ crisis response services requiring external 3rd party consultant. This includes reviewing the consultant deliverables to ensure it is meeting the required standard and stipulated scope of work.
- Establishes and maintains contacts with outside vendors and specialists who Company Emergency/ Crisis Management Team may requires to call out during a major emergency/ crisis situation.
- Develop the scope of work and supervision of any specialist work on firefighting & emergency/ crisis response services requiring external 3rd party consultant. This includes reviewing the consultant deliverables to ensure it is meeting the required standard and stipulated scope of work.
- Keep abreast with the latest technology and management techniques and review it applications/ implications to Company‘s operation and advise any changes required from time to time.
- Assists in the annual budget planning process and tracks expenditures as required
COMMUNICATIONS & WORKING RELATIONSHIPS:
Internal
- Regular contact with all the Company OFFSHORE sites, Company Crisis Management Team and the ADESCO organization. Meet on a regular basis and be the main contact for Company.
- Works closely with all Site Emergency Response teams. Also will have a dotted line relationship with the Emergency Duty Managers and all the Emergency Duty Officers.
- Work is subject to review by HSETEC TL.
External
- Regular contact with Company Crisis Management/HSE Team on matters related to Emergency Response, Oil spill Response, HAZMAT Response.
- Regular contact/meeting with ADESCO Members on mutual aid agreement
QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:
Minimum Qualification
- Bachelor’s degree - B.Sc. or equivalent with relevant accredited certifications in Emergency Response & Crisis Management.
- Should have at least 10 years related experience in an Oil & Gas(Exploration & Production), Chemical process, or similar industry.
- Should have attended certified course/training related to Fire fighting & Prevention, Emergency/Crisis, Oil Spill Response, Hazardous Material Response Management.
Minimum Experience & Knowledge & Skills
- Good Knowledge and understanding of the Incident Command System (ICS) which Company is planning to adopt, current disaster recovery planning techniques and technologies as well as the Company HSE Risk Management Guidelines.
- Able to communicate effectively, both orally and in writing. English is the language of use but a working knowledge of Arabic is desirable. The individual should be knowledgeable of local and state requirements related to emergency response.
- Skill is required in the use of computers and Windows based programs.
- Ability to develop, prepare and implement effective emergency plans, procedures and documentation.
- Working knowledge of all areas of the organization and a clear understanding of Company key functional processes and available resources.
- Strong interpersonal skills to interface with managers and staff at all levels of the organization. Working knowledge of data and voice communications system which are a key component of emergency response system.
WORK CONDITION:
Physical Effort:
- Approx. 85% of work time in Company HQ.
- Balance of time spent on Company OFFSHORE site.
