Job Description

Coordinate pre-award tender activities and oversee post-award contracts and procurement activities. Accomplish contract award process and liaise with end-user on the administration of contracts. Maintain and adhere to Tabreed 
tendering and contracting procedures, policies and standards. Supervise the pre-qualification process and ensure compliance with Tabreed guidelines. 

Prepare and issue tender package (ITT, RFP, RFQ ): 
- Adhere to the tendering process effectively. 
- Review tender documents and ensure completion of Invitation to Tender package. 

Prepare and issue tender bulletins/clarifications: 
- Liaise with end-users on clarification and qualifications presented by bidders and client. 
- Ensure efficient responses are communicated. 
- Negotiate terms and conditions with bidders to safeguard Tabreed interest. 

Prepare Award Recommendation based on the Technical Evaluation report from the end user: 
- Negotiate terms and conditions with bidders to safeguard Tabreed interest. 
- Establish effective tabulation and price comparison. 
- Negotiate prices with bidders to maximize savings. 

Prepare and issue Contracts: 
- Compile all contractual documents in one consolidated document. 
- Liaise with legal department on draft contracts. 
- Prepare draft contracts for review by Senior Contracts Manager. 

Others: 
- Generate Purchase Orders (JP & KP) in JD Edwards for the approved requisition based on the complete input information and documents from the end-user. 
- Provide effective input to continuous improvement. 
- Enhance contracting procedures to optimize contracting cycle. 
- Prepare periodic Reports for Active Tenders, Cost Savings, Tender & Contract KPI. 
- Update Projects Committee and Annual Minor Works Insurance Log. 

Policies & Procedures: 
- Follow all relevant Department/Unit policies, processes, standard operating procedures and instructions so that work is carried out in a controlled and consistent manner. 
- Ensure the organization adheres to legal frameworks in areas such as discipline & grievance, redundancy, and employment law. 

Health, Safety & Environment: 
- Ensure compliance to all relevant health, safety, and environmental management policies, procedures and controls across the department to guarantee employee safety, legislative compliance, and a responsible environmental attitude.

Skills

- Certified International Supply Chain Professional (CISCP) or Certified International Supply Chain Manager (CISCM) or Certified International Supply Chain Consultant (CISCC) or Certified Contracts Manager would be preferred.

Education

- Bachelor's Degree in Electrical/Mechanical Engineering or a related discipline.
