Ensure management and oversight of the Prime Contractor for the plant systems commissioning and for system turnovers and preservation, ensuring that delivery is contractually compliant with the commissioning scope defined in the main contract and supporting agreements. To implement the department responsibilities for Contractor oversight and for the Operational Readiness program.
1. Safety and Quality
Ensure that Commissioning and Operations department staff and Prime Contractor (PC) management leadership demonstrate a strong commitment to the culture of safety and quality and that all work performed during Commissioning is carried out safely and in compliance with approved procedures, the Quality Assurance Manual and Regulatory requirements.Initiate and participate in PC QA audits as required to ensure delivery of an NPP built to the highest quality standards
2. Commissioning Oversight
Review PC generic commissioning plans and procedures to ensure adequate demonstration that plant systems, structures and components meet design requirements.
Oversee “construction to commissioning” and “commissioning to operations” turnover processes, ensuring requirements for turnover are met and exception items are documented.
Review PC commissioning plan, staffing profile and schedule to validate they meet project long term needs.
Oversee the plant system preservation process and implementation, to validate requirements and ensure systems have been preserved as required.
Validate commissioning status and track completion of work and corrective actions through full implementation.
Develop plant staff (Energy Pioneers), in partnership with their line management, to transfer plant system and commissioning knowledge to these staff during on-the-job participation in commissioning oversight.
Support Company in monthly verification of PC reported progress on Commissioning scope to ensure actual vs claimed completion of scope is validated.
3. Licensing Support
Support the Licensing in review of PC commissioning input to the Construction License Application to ensure that UAE regulatory requirements will be satisfied.
Support the Licensing in working with FANR to develop an operating license strategy that aligns with the PC commissioning program and satisfies UAE regulatory requirements.
Support Licensing in FANR inspections and resolution of findings.
4. Budget
Provide input and recommendation in the development of commissioning oversight budget, and monitor financial performance versus the budget to ensure alignment.
5. People Management
Manage the effective achievement of organization’s objectives by setting individual targets, developing and motivating staff, provision of formal and informal feedback and appraisal - in order to maximize subordinate and department performance
Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy
Contribute to knowledge dissemination/sharing in a way that assists with building internal capabilities of UAE Nationals where applicable and maximize their effective performance
Bachelor’s degree or equivalent experience in Commissioning and Operations management positions (10 years)
10 years supervisory and/or management experience in NPP Commissioning, Construction or Operations
Preferred:
Bachelor’s degree in engineering
Senior Reactor Operator qualification
15 years supervisory and/or management experience in NPP Commissioning, Construction or Operations
